- As a former member of the ARRL Biological Effects of RF Radiation
- Committee, I am compelled to bring out a summary for interested
- readers on the events leading to the resignation of our committee.
- The article in the most recent ARRL letter offering insight is
- lacking sufficient information to explain the actions of our group.
- The letter is broken down into several pages which follow this posting.

- In summary, our committee was formed in 1990 when considerable
- interest in the possible biological hazards of non-ionizing radiation
- were becomming apparent to the amateur community. We assisted in
- writing several ARRL publications. Shortly thereafter a scenario
- developed, which in retrospect, shows ARRL began to trivialize the
- importance of possible harm from RF sources and develop their own
- agenda, separate from their committee's knowledge and scientific
- recommendations, which responded to a recent FCC NPRM.

- Most importantly, when our committee was not asked to comment on
- the FCC NPRM concerning the adoption of the ANSI 1992 standards,
- we sent our recommendations to ARRL and received no answer. We
- then filed our own comments separately in which we, like the ARRL,
- objected to the 1992 standards. However our reasons were scientific
- and of unanimous concern to members of our group. The filing
- was mentioned in the W5YI Report. Shortly, the ARRL began a series
- of measures to counter the information mentioned. One member of our
- group was removed for purely political reasons.

- We attempted to establish a useful dialog and reinstate Dr. Overbeck
- to our group, but the ARRL Executive Committee was unchangeable.
- Thus we have resigned from our positions.

- The ARRL has, by their actions, ignored the growing body of evidence
- concerning the athermal effects of RF radiation and a possible
- link to some negative health outcomes. The credentials of members
- on our group were unmatchable in the amateur and international
- scientific community. Interested parties who may be solicited to
- join a newly formed committee should find this information helpful.

- Interestingly, the letter of resignation to Mr. Wilson which follows
- in 9 parts was answered by cancellation of my ARRL MCI account
- within days of receipt. Wilson never sent any personal letters
- to the members. I heard it in public, just like you.

- The ARRL Bio-Effects Committee writes this letter to detail the series
- of events leading up to what has developed into an unnecessarily
- difficult situation to all parties involved. It is not without a certain
- degree of sadness and disappointment that the Committee feels required
- to do this recounting, but we feel that the record has become unclear,
- and it is only appropriate that a correct account be established.

- The current membership of the ARRL Bio-Effects Committee was appointed
- by Larry Price, W4RA, in January, 1990 with the distinctive charge of
- revitalizing organized amateur radio's concern for the limitation of
- potential bio-effects hazards that might arise from the participation of
- individuals in the hobby of amateur radio. The members of the Committee
- were W. Ross Adey, M.D., K6UI, David Rodman, M.D., KN2M, Thomas Rozzell,
- Sc.D., WB4ZTT, Samuel Milham, M.D., and Ivan Shulman, M.D., WC2S as
- Chairman. Wayne Overbeck, Ph.D., J.D., N6NB was appointed as Board
- Liaison. Since that time, the Committee has worked to re-write virtually
- all the sections pertaining to bio-effects hazards in all the ARRL
- publications offered to the public. In addition, the Committee has
- monitored and reported to the Board on current projects that the
- Committee has been involved in, including the FCC-EPA study of field
- strength measurements at various amateur radio installations in
- Southern California.

- In January, 1992 the Chairman of the Bio-Effects Committee wrote to you
- regarding the appointment of Wayne Overbeck as a full Committee member,
- as he was no longer on the Board as a Vice-Director. The Chairman also
- wrote regarding the appointment of a new Board Liaison. The Chairman
- received no direct response from you in this matter, but was later
- advised that Mr. Overbeck had been appointed to the Committee after
- much deliberation.

- Further adding to the aggravation of members of the Committee is your
- statement that "members cited their membership on the Committee to
- bolster their competency to speak to the subject". That you should feel
- that Drs. Adey or Milham or any other member of the Bio-Effects
- Committee need the ARRL to establish or burnish their credentials and
- competency to speak to anyone on this subject is outrageous and
- insulting.

- The absence of a report to the ARRL Board in July, 1993 is an irrelevant
- issue. In the form letter sent to Committee Chairmen by Mr. Sumner,
- there is no demand for such a report, and indeed there is no stated
- charge in any document to support a contention that such a report is
- mandatory. The Chairman of the Committee is fully aware that reports to
- the Board can be useful, but the then current activities of this
- Committee had not changed from the previous report. Furthermore, as
- clearly established above, there was no request from the League nor the
- Board to provide anyone with any information regarding the NPRM, so the
- Committee had not addressed the issue at that time.

- The connection between the filing and your decision to dismiss Mr.
- Overbeck from the Committee is lost on all of the members of this
- Committee. The full and sole responsibility for the authorization of the
- "independent filing" is that of the individual who happens to be the
- Chairman of the Bio-Effects Committee and not that of Mr. Overbeck. As
- such, it should fall to that individual to bear the full burden of that
- decision. That Mr. Overbeck is, in the opinion of the Committee itself,
- the member best able to put the scientific thoughts and concepts of the
- Committee in legal terms does not place him solely responsible for the
- actions that follow the expression of those ideas. It appears that the
- decision to dismiss him is based upon matters which accompanied the
- reluctance of individuals at the League to appoint him to the Committee
- in the first place. Furthermore, these appear to relate to events that
- occurred outside this Committee, and that preceded this appointment by
- several years. In our opinion, these prior events should have nothing to
- do with the current situation.

- The concept of self-testing, in any environment, is a clear conflict of

- of QST on the VE system the ARRL conveniently forgot to mention the
- plethora of fradulent examinations which have been caught over the
- years.

- The Shuttle Amateur Radio Experiment (SAREX) packet robot was activated
- today. Several stationsmade packet connects immediately after activation.
- At present, at least 84 packet connects have been confirmed. The SAREX
- packet callsign is W5RRR-1. The uplink frequency is 144.49 MHz and the
- downlink is 145.55 MHz.

- At 2/1:33 MET (18:16 UTC) the Sacred Hearts Academy in Honolulu, Hawaii
- had a 4 minute school group pass with the Space Shuttle Columbia.

- Well, I hope the exam goes well, and welcome back to radio land.
- If you need to find an exam site in NYC, the tests (all of them,
- including commercial exams) are given on the second Friday of
- each month except July and August at Fiorello LaGuardia High
- School, 64th St. at Amsterdam Ave., Manhattan. Enter on the
- corner, and the test starts at 7:00 PM. Sept. 9 and Oct. 14 are
- the next two sessions.

- I'm a member of Metroplex, which is a large, fun repeater group
- with all sorts of neat bells and whistles on their machines.
- The 2m machine is on 145.45(+), PL 141.3. In my radio's memory,
- I have a repeater on 147.090(+) that you should be able to pick
- up with your crystals. I have no idea where it is.

- Other repeaters: 145.350 (Kennedy Airport) (-), PL 173.8 encode
- only; 147.240 (+), PL 94.8 encode and decode; 146.805 (-), PL
- 136.5 encode and decode. Also try listening around on 146.52 -
- a lot of people talk simplex, since the ham concentration in NYC
- is pretty high. The first repeater I listed (Kennedy Airport)
- has an ARES net on Monday nights at 8pm, and the Metroplex system
- has a swap net Sunday nights at 7:30pm.

- As you notice, most repeaters here in the city now have PL (CTCSS)
- tones either on transmit, receive, or both, so you'll want to get
- a rig that can produce the tones, or your operating options will
- be very limited. The widespread use of PL tones is largely the
- result of tons of intermod and QRM around the high antennas in the
- city. Also, sadly, there are some jerks - it is New York, after
- all.

- What defines an "authoritative body" after all? In the case of an applicant
- for a pilot certificate, the checkride will be given either by one of

- (1) An FAA examiner/employee, who gets his job qualification from being
- an experienced pilot and instructor.

- (2) An FAA designated examiner, who also gets his job qualification from
- being an experienced pilot and instructor. He doesn't work directly
- for the FAA, yet his job depends on their scrutiny of his actions.

- Both examiners are required by law to test to the exact same set of standards.
- And if an examinee causes problems (i.e. an accident) later, either
- type of examiner *will* have his methods called into question.

- Thus in either the case of pilot certification or radio operator licensing,
- we have the experienced evaluating the inexperienced. The same parallel
- can be drawn for any type of education followed by issuance of credential.

- Neither system is perfect, but they both work in spite of their flaws. IMHO,
- the only higher possible source of "authority" for we imperfect humans
- doesn't exist in a tangible physical form :)
